I have one of these with the "wrong" set of inserts, as outlined below. Were they switched, or was it sold this way?

Notes: This disc is uncommon, but is not terribly hard to find.

Jewel case info: (disc without POLYGRAM) smooth frosted, nothing embossed on the back,
"23" is embossed on one tab, and "13" is embossed on the back portion at bottom center, viewable from the inside.
Unusual eight-prong disc tray embossed with "Patents pending" and "12" or "11" in a circle.
This is not a standard disc tray, in that there is only one "Compact Disc" logo on it.

MADE IN WEST GERMANY at 6 o'clock, and MADE IN W. GERMANY BY PDO etched around the center hole.
Sometime mid-1985 or later, the target CD was replaced with this boring (but still collectible) non-target disc.
